What is Neighbourhood Community Infrastructure Levy?

The Community Infrastructure Levy is a charge that is levied by Westminster City Council on new developments in Mayfair. Funds collected are separated into two pots:

  1. The City Portion 75%, which is spent by the council to deliver infrastructure needed to support growth.

  2. The Neighbourhood Portion 25%, to address demands of development within the Mayfair Neighbourhood Area (referred to as NCIL).

Westminster City Council currently have allocated NCIL funds of £3,196,000 (balance as of 12 August 2024, WCC). A full breakdown and updates can be found here.


What role does the MNF play in relation to CIL and NCIL?

As the designated neighbourhood forum for the Mayfair area, the MNF plays an important role in supporting and endorsing applications for CIL funding for projects that meet the priorities within our adopted Neighbourhood Plan. As part of the WCC’s NCIL application process for Mayfair, the MNF should be notified as part of an NCIL application engagement process; this is a requirement set out by Westminster City Council. Applicants are required to contact the MNF so we can comment on a proposed project. 

The MNF has a dedicated NCIL Subcommittee which considers and meets with NCIL applicants, providing support and endorsement where the applicants meet the requirements of the Neighbourhood Plan.

The MNF NCIL Sub-Committee Chair is Howard Williamson MRICS, who is a Chartered Surveyor and Fund Manager at Harwood Real Estate in Mayfair. The committee is made up of Belinda Harley, Father Stephen Coleman and Vanessa Cassidy.
